Dickson City Council Moves to Expand Public Comments at Meetings Under New State Law

Dickson, TN — The Dickson City Council took the initial steps on April 6, 2026 to change how public meetings are conducted, approving on first reading an ordinance that would expand opportunities for citizens to speak during council sessions.

The measure, Ordinance #1582, brings the city into compliance with a new state law requiring local governing bodies to provide a public comment period for items “germane to the jurisdiction.” The law was passed by the Tennessee General Assembly and signed by Bill Lee.

The ordinance passed unanimously on first reading and will return for a second and final vote at the council’s May 4 meeting.

A Shift in Meeting Structure

While Dickson has historically allowed limited public input tied to agenda items, the addition of an open-ended comment period will be a shift in how meetings are conducted.

The change is expected to:

  • Broaden opportunities for residents to raise concerns outside of scheduled agenda topics

  • Provide a more consistent format for public engagement across meetings

  • Align Dickson with statewide requirements now being implemented by municipalities across Tennessee

At the same time, the new format could alter the flow and length of council meetings, depending on participation levels.

Public Participation Remains a Question

Whether the addition of a broader comment period will increase participation remains to be seen. In some communities, expanded public access has led to higher engagement, while in others turnout has remained the same.

Next Steps

Ordinance #1582 is scheduled for a second reading at the May 4 meeting. If approved, the updated public comment procedures would take effect immediately and be incorporated into future council agendas.
