College Street ‘Streetscape’ Phase II Moves Forward With $158,900 Engineering Agreement

Dickson City Council approves additional engineering services for next phase of downtown corridor project

The next phase of Dickson’s College Street Streetscape project is moving forward after the City Council approved additional engineering and related professional services during its Oct. 5 meeting.

The council unanimously approved Resolution 2026-73, authorizing an amendment to the city’s professional services agreement with Kimley-Horn and Associates for College Street Streetscape Phase II.

The next phase of the project will extend from Walker Street to Pulk Avenue.

The approved amendment adds $158,900 for services that include design work, right-of-way acquisition and pre-construction services.

City Administrator David Travis told council members the additional work will move the project further through the planning and development process and toward eventual construction.

Grant Covers Most of the Cost

The project is being supported by a grant of approximately $1.2 million.

According to city officials, the grant operates on a 90/10 funding split, meaning grant funding will cover 90 percent of eligible costs while the City of Dickson is responsible for the remaining 10 percent.

That structure substantially reduces the amount the city must pay locally as the streetscape project advances.

Officials said the total professional-services cost associated with the project is currently approximately $311,500, with the city responsible for roughly 10 percent of eligible expenses under the grant arrangement.

Project Continues Downtown Improvements

The College Street Streetscape project is part of the city’s broader effort to improve downtown infrastructure and the appearance and function of key corridors.

Phase II will continue that work along College Street between Walker Street and Pulk Avenue.

The Oct. 5 council discussion focused primarily on the professional-services agreement and did not include new details about the final streetscape design, construction timeline or specific improvements that will be included.

Those details are expected to become clearer as design and pre-construction work progresses.

Council Gives Unanimous Approval

City staff recommended approval of the amendment so work could continue without delaying the project.

The council approved the resolution by a 7-0 vote.

With the amendment now approved, Kimley-Horn can continue the engineering, right-of-way and pre-construction work needed to move Phase II toward its next stage.

For Dickson, the project represents another incremental step in the city’s ongoing investment in downtown infrastructure, with most of the cost being covered through outside grant funding.
